Convert text case

Switch a heading to Title Case, shout something in uppercase, or fix a block that arrived in all caps. Title Case leaves the usual short words lowercase unless they are first or last, and capitalises both halves of a hyphenated compound. Casing uses the language-aware conversion rather than the plain one, so Cyrillic is handled correctly.
